Download a recording with a public link

Redirect to a short-lived signed URL for the stereo WAV of the recording. The route needs no API key. The token is the one in recording_url of the call.recording_ready webhook. The token expires at recording_url_expires_at. A forged token, an expired token, and a recording that is not ready all return the same 404.
